Writ of the Continents are a PvP currency used to purchase Battle of the Continents gear and items from Jia Chi in Cloudrise (located at 33,90).
Writs of the Continents may be obtained by winning in battlefields, Faction PvP, and other various PvP events and dailies. They have a weekly cap which increases based on Combat Spirit earned.
